He was born in Snowicz, initially studying in his family home. He studied at the Faculty of Law of the University of Lviv, graduating in 1876 with honours, in 1879 he obtained the title of doctor of law. In the 1880/81 academic year he studied at the University of Vienna. From 1883, he lectured at the University of Lviv, where he held many important functions. In 1889 he was appointed an associate professor of political (constitutional) law, creating the first chair in this branch of law in Poland. In 1892 he became a full professor. In the years 1895/96 and 1918/19 he was Dean of the Law Faculty of UL, and in the academic year 1896/97 he was Vice-Dean, followed by, in 1913/1914, Rector, and in 1914/15 Vice Rector of the Lviv university. As a political activist in the years 1907-1913 he sat in the Galician National Sejm, in the years 1884-1888, 1901-1911 in the Vienna Chamber of Deputies (for the third of his term he was its vice-president), and in 1917-1918 in the House of Lords. From 1917, he participated in drawing up a constitution for Poland, and he announced a reform project for it in 1928. He died in 1935. His major works included: The Constitution of the Third of May against the background of the modern system of European states, (1892), Constitutional Studies, vol. I-II , (1907-1909), Constitution of the Polish State (1921), Codified Project of the New Constitution of the Republic of Poland (1928), Analysis of the Constitution of the Republic of Poland of 23 April 1935 (1936).
